EPA e-Manifest Registration Guide
How to Sign Up for the EPA’s e-Manifest System
The EPA’s e-Manifest system allows for the creation, tracking, and signing of hazardous waste manifests electronically. Registering ensures compliance with 40 CFR Part 264, 265, and 262, improves tracking accuracy, and helps you avoid costly errors or delays.
This guide walks you through how to register for the RCRAInfo Industry Application, which is how you access and use e-Manifest.
Step 1: Gather Required Information
Before registering, make sure you have:

Your EPA ID Number (required for generators, transporters, and TSDFs)

Organization details, including mailing address and contact info

Your role: Generator, Transporter, TSDF, or Broker

A valid personal email address (business email recommended)
- A government issued Real ID account:
If you do not yet have an EPA ID Number, apply for one through your state environmental agency.
Step 2: Access the Registration Portal
Visit the RCRAInfo Industry Application:

Click "Register" in the upper-right corner.
Step 3: Choose an Account Type
You will be asked if you are:

An Industry User – select this option.

A Regulator – this is only for EPA/state staff.
Click "Continue Registration" under Industry User.
Step 4: Create a RCRAInfo Account
Fill in the required information:

First and last name

Company affiliation (match it to the EPA ID number you use)

Email address (you’ll need to verify this)

Create a secure password

Set up security questions
Submit the form. You’ll receive an email to verify your email address.
Step 5: Link to an EPA ID Number
After verifying your email and logging in:

Click "My Sites"

Search for your site/EPA ID number

Choose your site role:
-
Site Manager – full access to manage users, manifests, and permissions

Preparer – can create manifests
-
Certifier – can sign and submit manifests

Viewer – read-only access

🛑 Only a Site Manager can approve others’ access – ensure at least one person registers with this role.
Submit your access request. It will be sent to the EPA or the site’s existing Site Manager for approval.
Step 6: Wait for Approval
You will be notified via email once your access is approved.

If you are the first Site Manager at your company’s site, EPA may verify your request via email or phone.

If there is already a Site Manager, they will approve or deny your request.
Step 7: Start Using e-Manifest!
Once approved, log in at:

Click “e-Manifest” in the navigation bar.
From there, you can:

Create new electronic manifests

View and sign existing manifests

Access manifest history

Submit data to EPA
